§ 29-57. Franchise shall contain all terms of agreement.

The franchise to any utility company shall fully express the terms, limitations, conditions and powers under which the corporation shall be authorized to do business in the city. All the rights, privileges and powers not granted in any utility franchise shall be reserved to the city.
